Apparently the Duluth city government are nothing more than UnAmuriCon Damnable Hippie Drug Abusing Terrorists, Every Last One Of Them, And They Should Be Sentenced To Years In Prison Because They Are Criminals, And Not Even Sick.Or something.
Another possibility, of course, is that Duluth has a courageous and skillful prankster on its hands.
Either way, it proves the utter futility of outlawing certain plants.
